Evaluation

Project's Evaluation and Monitoring activity aims to track progress made by the Project toward achieving its goals and objectives set out in the performance management plan (PMP). The number of client visits to identified primary health care facilities in program areas is the key indicator that the Project seeks to improve through accomplishment of intermediate results such as strengthening of the PHC institutional capacity and improving quality of service delivery.

The evaluation process will be carried out through facility level assessments and population-based assessments.

Facility level assessments include:

    •   Interviewer-administered facility assessment surveys covering indicators for all project components,
    •   Facility self-assessment surveys covering self-assessed performance of facility and providers which could serve as a basis for measuring improvement in quality of care
    •   Self-administered patient satisfaction surveys.

Population-based assessments include countrywide household surveys covering:

    •   Primary health care indicators (perceived health status, health dynamics, use of early diagnostics and preventive services, accessibility and perceived quality of care)

    •   Public education efficiency indicators (exposure to public education campaigns and other activities implemented by the PHCR Project with resulting changes in health knowledge, attitudes, care seeking behavior, etc.).

The Project will implement the evaluation process in three stages:
Baseline assessments - facility level assessments in target facilities at the start of the project activities in each marz and population-based assessment
Intermediate assessments - facility level assessments mentioned above upon completion of project activities in target facilities
Final assessments - facility level assessments at the target facilities in two or three marzes targeted in the last two years of the project and follow-up population-based assessment for all issues covered by the baseline assessment

In addition, as the Project activities expand, qualitative research with health care providers in selected target facilities in each marz may be conducted to collect suggestions for ongoing refinement of the Project interventions.
