Presentation of the PHCR Developed “Normative Costing Model of Laboratory and Instrumental Services Rendered in PHC Facilities”

Background Information

Ensuring equitable and cost-effective allocation of the scarce public healthcare funds is one of the major objectives of the ongoing primary healthcare (PHC) reform in Armenia. One of the activities critical to further improvements in this area is the calculation of standard costs for medical services reimbursed by the State Health Agency (SHA). Since this task was identified as a priority for the State Health Agency (an agency within the Ministry of Health), PHCR undertook to support the Government in improving this area. Full report >>

Event Highlights

The presentation of the normative costing model at the MOH was held on March 12 and was attended by the Minister of Health, high-rank ministry officials, USAID Health Team members, SHA representatives, PHC and in-patient facility managers and laboratory department heads, and NIH laboratory staff. The primary objective of the presentation was to introduce the audience to key features of the model, as well as its applicability in setting prices for laboratory and diagnostic services provided to the population as part of the basic benefit package funded from public health funds.
