After five years of stimulating and challenging work, the USAID funded PHCR Project will close its doors on September 30, 2010. We want to thank the many people and partners with whom we have worked during this time – the learning that has occurred, the friendships made, and entrusting us to be a part of the process of strengthening Armenia’s primary healthcare system.

Our Project web site (www.phcr.am) will be available for you till October 31, 2010. However, the materials that are currently on the web site will not be lost after that date. The Ministry of Health has kindly agreed to place them on its web site at www.moh.am.

The USAID Five-Year Primary Healthcare Reform Project Marks Completion

YEREVAN, ARMENIA, September 03, 2010. The five-year USAID-funded Primary Health Care Reform (PHCR) project held its official close-out event, presenting the achievements and lessons learned from PHCR-supported primary healthcare reforms in the country. In attendance to the event were Armenian Deputy Minister of Health Alexander Ghukasyan, USAID Mission Director Jatinder Cheema, representatives of the Ministry of Health, National Assembly, Ministry of Finance, USAID, international donor community and other honored guests.

The PHCR project was launched in September 2005 with the primary objective of increasing the utilization of sustainable, high-quality primary health care (PHC) services in Armenia. Based on a national roll-out plan, project support ranged from assistance to the Ministry of Health to develop and implement PHC reform strategy and initiatives on the national level to improvement of primary health care quality and public awareness in rural communities.

Joint achievements of USAID/PHCR and the Ministry of Health between 2005-2010 include introduction of a nationwide open enrollment system with approximately 2.7 million people registered with physicians of their choice, and enrollment-based financing; introduction of nationwide automated patient encounter and pay-for-performance systems; development and nationwide installation of an automated MIDAS-3 health management information system; enhancement of management, accountability, and transparency at more than 300 PHC facilities; renovation, equipment, and furnishing of 175 rural health posts and ambulatories; introduction of a "Quality Assurance in PHC" program in 139 larger PHC facilities; introduction of National Health Accounts; enhancement of the Unified Family Medicine Curriculum and strengthening capacity of Family Medicine training institutions; introduction of job aids on the most common diseases in all PHC facilities of Armenia; training of 500 rural nurses in family/community nursing; establishment and training of 161 Community Health Committees in rural communities to promote healthy behaviors; and ensuring the availability of information materials about the Basic Benefits Package in all healthcare facilities of the country.

Project Overview

Primary Healthcare Reform Project is a five-year (2005-2010) program funded by the United States Agency for International Development (USAID) under contract awarded in September 2005 to Cardno Emerging Markets USA, Ltd. (Cardno). The primary objective of the Project is the increased utilization of sustainable, high-quality primary healthcare services in Armenia.

The Project is implemented in Yerevan and marzes according to the roll-out plan.
